The VLRC consults with the legal profession for every inquiry, so there are always opportunities to participate or make a submission. We’re in a cold community hall in Geelong in mid-2015, and a middle-aged man is on his feet speaking passionately about the recent death of his 25-year-old son. The father wants to tell those present about the young man’s last few months of life. Unable to eat or sleep, and in constant pain from terminal cancer, he was using medicinal cannabis obtained by his father for pain relief. As cannabis was at that time a banned drug, the father could only obtain it illegally, which he did without hesitation. In a subsequent submission to the Victorian Law Reform Commission’s (VLRC) 2015 review of the laws of medicinal cannabis, the father wrote:
