    SOPA is a statutory framework that allows contractors to obtain "interim" progress payments for work performed, subject to their final entitlements under the construction contract. It has a "pay now, argue later" philosophy, and cannot be contracted out of.

    It contains more than a few technical nuances and must be understood by any lawyers with clients connected to the construction industry.
