SUBMISSIONS Humanitarian Program 2018-19
The LIV submission on behalf of the Migration Law Committee to the Law Council of Australia focused on issues with Australia’s Humanitarian Program, namely the Community Support Program (CSP), visa grant quotas and regional area priorities. The LIV submitted that under the CSP, too much weight is being given to the economic viability of applicants rather than on genuine humanitarian need. This is contrary to the purpose of the program as it denies refugee status to people based on their lack of skills, which is often a result of the persecution and discrimination they are fleeing. The LIV recommended that the 1000 places available through the CSP should be in addition to the 18,750 places allocated in the Humanitarian Program for 2018-19 to ensure that more vulnerable people would be able to be resettled in Australia.
The LIV submitted that the onshore protection caseload should not be linked to the offshore Refugee and Humanitarian Program and that these should be viewed as distinct streams and bases for granting permanent status in Australia. The LIV submitted that priority to proposers who live in regional areas under the Special Humanitarian Program should be removed. There are many proposers in non-regional areas who are particularly vulnerable who would benefit from family reunification.
