The State Taxation Acts Amendment Act 2017 (the Amendment Act) received Royal Assent on 27 June 2017 and introduced a number of changes to various Victorian Acts. These amendments were introduced as part of the Homes for Victorians initiative and the 2017-2018 Victorian State Budget. The Amendment Act made changes to the Duties Act 2000, First Home Owner Grant Act 2000, Land Tax Act 2005, Payroll Tax Act 2007, Planning and Environment Act 1987, Taxation Administration Act 1997, and Unclaimed Money Act 2008. Key Points Changes to exemption for transfer of property to spouses/domestic partners Amendments sub-sale provisions under the Duties Act 2000 Increase in First Home Owners Grant for regional properties Introduction of a Vacant Residential Property Tax for properties unoccupied for six months or more Discount on payroll tax for regional businesses Transfers of Property Changes Spouse/domestic partner transfer changes Practitioners are advised that the exemption from duty for transfers between spouses/domestic partners is now only available for a principal place of residence transfer from 1 July 2017. The exemption no longer applies to transfers of investment or commercial properties.
